an interesting question because the proto germanic version of How (*khwo-) had the same beginning as the proto germanic versions of which (*khwilikaz), what (*khwat), why (*khwi), etc. So I guess modern english speakers dropped the W somewhere along the line. Maybe one "w" in a question word was enough for some
