It would probably mean far less in the Army (which is what i am speaking of in experience terms). Their are only so many slots for Corporals in an infantry fire team, team, S shop etc. Corporal implies that you are in charge of soldiers, that is the reason why corporal is considered an NCO rank and not a rank with no additional responsibility. Specialist is a rank where Army soldiers learn the required skills to be a Corporal/Sergeant before they are promoted to that grade. Usually soldiers in the grade of specialist are also given schooling (PLDC/WLC, Team leaders Course) in anticipation of their being promoted while the soldier already in charge is being moved or promoted to their new grade.

While Specialist may not seem like a rank that is directly needed, I believe it gives soldiers a chance to both advance in rank, so that they are not confined to the Private First Class rank, and also the extra pay that a soldier gets when they advance as well.
